Item8084: Found the root cause of the bug.
As George pointed out, we create a Foswiki engine, and as we are in a semi-CGI environment, we try to use the CGI engine, and we should NOT.
Forcing CLI Engine fixed it.
For the record, the Foswiki engine is needed for checkins, so it should not be deleted.
